| Good Governance
“Good governance is a basic requirement for peace, security and sustainable political and socio-economic development. It gives me great pride to know that these projects will help mobilize Canadians to participate in the development of good governance practices."
Minister Aileen Carroll
The theme of governance is addressed at a fundamental level in this Project by creating an enabling environment within the civil service through the establishment of a locally driven and owned outcome-based ethics system. Good governance will be achieved through the basic principles of ethics which include: responsiveness, legality, predictability, accountability, transparency, personal integrity, honesty, respect and strategic vision.
Senior Canadian professionals with an established track record will serve to demonstrate the value of Canadian expertise in the context of a very large multi-donor funded reform program (PSCAP). This Canadian experience will be combined with youth to promote a synergistic cycle of learning and growth. The Public Engagement component will serve to increase the level of awareness of targeted groups of Canadians on issues of governance, while lessons learned will be captured and shared through a variety of innovative fora through the Knowledge Sharing component to add to the body of knowledge in Canada.
In addition, the Project is directly relevant to Canada’s Aid policy: Canada Making a Difference in the World and International Policy Statement, as well as draws on all four pillars and central tenets of the Canada Corps program. As a result, Project partners willpractice inclusive, participatory approaches to development and good governance that reflect Canadian values combined with respect for the local Ethiopian culture.
