Ethiopian Civil Service College (ECSC)
The ECSC was established in 1995 as an autonomous higher education institution with the objective of offering short-term training, diploma and degree programs to civil servants. The College is dedicated to ensuring continued capacity building in the Ethiopian Civil Service, both at the regional and federal levels. Over the years ECSC has tailored its programs to respond to the tremendous demand for trained human resources within the public service, including special attention to women and low capacity regions.

The mission of the ECSC is to play a vital role in building and strengthening the capacity of the Regional and Federal civil service by producing competent and committed professional civil servants; conducting research and providing consultancy services; giving special assistance to disadvantaged Regions in their efforts to build and strengthen their capacities; giving due attention to female participation; and contributing to strengthening the partnership between the public and private sectors.

As one of the premier higher education institutes for the civil service in Ethiopia, the ECSC is expected to have a significant impact by providing training to over 7,500 civil servants in the next five years.  As a result, the College is currently diversifying and strengthening its short-term training programs in order to effectively build the capacity of the public service in general, and to support the implementation of the Civil Service Reform Program, under PSCAP in particular. This Project will support the ECSC’s efforts in this regard.

Association for Higher Education and Development (AHEAD)
The Association for Higher Education and Development (AHEAD) is a not-for-profit organization founded in 1999 by a group of Ethiopian-Canadians who reside in Ottawa, Canada. The mandate of AHEAD is to facilitate capacity building among Ethiopian institutions so as to contribute to sustainable development in the country. It does this by mobilizing, resources that are relevant to Ethiopian higher academic institutions. As a voluntary organization, all members work for AHEAD on a voluntary basis, with no remuneration or other material reward. (AHEAD Web Site)
