China has realized remarkable change over the past 20 years.  Since launching its economic reform program in 1978, China has seen its Gross Domestic Product grow at average annual rates of 9.3 percent; consumption has more than doubled, and the poverty rate has declined by 60 percent.  Over the past several years, China has emerged as the tenth largest trading nation in the world, attracting more direct foreign investment that any other country except the United States.

In consultation with a wide range of partners in China, FIT has responded to the training and human resource development needs of a variety of state and provincial agencies, providing training to over 2000 senior Chinese officials and middle-level managers.

The pace of change in China—particularly its integration into the global economy—has been truly staggering.  Along with improvements to both the economic system and the quality of life for the people of China, change also poses significant management challenges.  As China undergoes the transition from a centrally-planned to a market economy, its leaders must be able to re-orient systems of policy making, planning, and economic management.  Throughout the country, officials at the state, provincial and municipal levels have been seeking training and technical assistance to help them adopt Western management techniques, understand international environ-mental and quality standards, improve national and local infrastructures, and manage increased international trade.
